RDG or Sisley Application?

Here is a link to an application submitted to Seattle Department of Planing and Zoning on Wednesday 5/26/2010.

This wording tells me I've grossly underestimated their plans for this site:
Design review, early design guidance meeting to allow a mixed use development with 1,000 residential and senior housing units up to 16 stories tall and 160,000 sq. ft. of retail at grade. Parking for 1,000 vehicles will be located below grade. All existing structures to be demolished. (96,000 sq.ft.). Proposal will require a contract rezone and an environmental impact statement.

The site on the application is 6501 15th Ave NE. I've asked RDG at all of the meetings they've held for an estimate of how many units they had in mind, and now I know. And parking for 1000 vehicles underground. How deep is that hole?

The permit application also shows that Hugh Sisley is the owner.
