A group of neighbors concerned about development in the area of NE 65th and 15th AVE NE contacted Shelley Bolser of the Seattle Department of Development recently.  She provided the following update. RDG Rezone The Scoping Report for the Environmental Impact Study is not yet completed.  Work is progressing very slowly, may be done in a month, but could be later. (Remember, the Scoping Report will only say what will be studied, it will not give any information on the impacts that may occur from development.  It would say for instance," traffic may be impacted and should be studied"  and would probably indicate... While I was away on vacation there was some housing improvements made in the area across from Roosevelt High School.  On the southwest corner of 14th Ave NE and NE 66th Street another derelict house was removed. A new ordinance has been proposed in Seattle that will make it likely that more buildings that are beyond repair will be removed. Current regulations were made with a mindset that it is always cheaper to rehabilitate a property that is falling apart, than to build a new one. There is an attempt by outside developers in contract with a local landowner to radically change the landscape of the Roosevelt-Ravenna Neighborhood. I know that many of the residents of the area would like to see the Sisley properties cleaned up and developed into something that would both satisfy the needs of supporting a light rail station, destined to be here in about 2020, but also to retain the flavor, the character, the ambience of this beautiful part of the city that we love and love to live in. Seattle mayor Greg Nickels visited the Ravenna and Roosevelt neighborhoods today. Starting in Cowen Park the mayor walked north on 15th Ave NE with about 20 neighbors who turned out to walk with him. There is a lot of discussion going on about what might happen in the area. A big shout out to the Roosevelt and Ravenna neighbors (over 150 strong) who came to the Seattle DPD meeting last night at Calvary Christian Assembly to speak about the Roosevelt Development Group's lease of the Hugh Sisley properties and their quasi-proposed development plans. Two people spoke in favor of the project going forward.   According to Wikipedia "The economic concepts of utility and substitution drive the highest and best use analysis. The highest and best use of a property determines its utility to a potential purchaser. The purchaser of such a property would pay no more than a competing property with the same utility while a seller would accept no less that a seller of a comparable property. That is true to the neighborhood." The Roosevelt Neighborhood Association met as scheduled last night (5/26/09) in the Commons at Roosevelt High School. Attendance was high (100+) as the main topic of discussion was the proposed development in the 65th and 15th area commonly know as the fruit stand block. Basically the populace  as a whole opposes the idea, but more on that later. On Tuesday, May 26th, at 7:30 PM in the Roosevelt High School Commons, the Roosevelt Zoning Committee will hold its regular monthly meeting with a difference. A large turn out is expected. Main topic for discussion is the recent application for zoning changes by the Roosevelt Development Group, a private developer, which has leased the Hugh Sisley properties for 99 years. Back in 2007 the Seattle P.I. announced that a developer had leased many of the Hugh Sisley properties in the area around NE 65th St. and 15th Ave NE. At first it was hailed as an opportunity to clean up this crumbling mess. I'm sure when out of town guests turn off the I-5 Interstate they have to question the why's of this slum they're driving through.
